In May 2001, the Washington Utilities and Transportation Commission (WUTC) approved the limited income energy assistance tariff rider, a 0.79% surcharge on both electric and gas that will generate $3 million per year for energy assistance to qualified Avista customers in Washington state. This program is not intended to duplicate services to those households receiving LIHEAP or Project Share, but to expand the ability to serve additional households with similar heat assistance services. Energy Assistance Avista Heat Avista Base Avista Project Share Avista Senior Outreach Program This program can provide energy services to households who: Have already received LIHEAP/LIRAP or Project Share and are still facing hardships. Fixed Income Seniors 60 or older whose income is at or below 200% of poverty. These seniors are often over income guidelines for LIHEAP, will go without food or medication to avoid a shut-off notice, or often pay high medical costs which are not considered when applying for LIHEAP.
