Energy Assistance
Low Income Rate Assistance Program

 

What is the LIRAP
The purpose of the program is to ease the energy burden on limited income customers due to the impact of rising energy prices and the gaps in available funding sources compared to the need.

In May 2001, the Washington Utilities and Transportation Commission (WUTC) approved the limited income energy assistance tariff rider, a 0.79% surcharge on both electric and gas that will generate $3 million per year for energy assistance to qualified Avista customers in Washington state.

This program is not intended to duplicate services to those households receiving LIHEAP or Project Share, but to expand the ability to serve additional households with similar heat assistance services.

Energy Assistance
There are two categories of assistance:

Avista Heat
An Avista household benefit will be based on a percent of
their heat bill.

Avista Base
An Avista household benefit will be based on a percent of the
base bill.

Avista Project Share
Based on the regular Project Share guidelines but limited to Avista customers only.

Avista Senior Outreach Program

This program can provide energy services to households who:

Have already received LIHEAP/LIRAP or Project Share and are still facing hardships.

Fixed Income Seniors 60 or older whose income is at or below 200% of poverty. These seniors are often over income guidelines for LIHEAP, will go without food or medication to avoid a shut-off notice, or often pay high medical costs which are not considered when applying for LIHEAP. The program benefit is a standard $200.00 per year.
