Assisting Families to Become Economically Self-Reliant The Family Self-Sufficiency Program (FSS) is designed to help you and your family obtain support services and the education, job training and job placement assistance you need to become financially independent of public aid, or, if you are employed, to become better employed. Membership Has Its Benefits
How Does the FSS Program Work? You as the head of your household, will need to complete an application packet and sign a "Contract of Participation" with the Spokane Housing Authority and the Pullman Community Action Center. The contract and application packet wil specify your obligations and goals, as well as the resources and appropriate support services to be provided to you to attain those goals. If your earned income increases during the term of the contract, the Housing Authority will credit money for you into an escrow savings account. You have five years to complete your contract. In order to collect your accrued escrow, you and your family must be free of all public assistance* for a period of 12 months, or become over the income limits for Section 8 rental assistance. *Assistance does not include Section 8 or transition welfare assistance.
